INTERDICTING REFUGEES
May 1998
This 61-page document, produced by the Canadian Council for Refugees, explores the practices of governments (especially the Canadian government) aimed at preventing the arrival of “improperly documented” travellers. It examines their impact on refugees fleeing persecution in their home country.
Examples of interdiction measures are visa requirements, carrier sanctions, “short-stop operations” and “safe third country” provisions. As a result of such measures, refugees may be imprisoned in countries of transit or forced back to persecution in their home country.
The document is a useful collection of information about practices that have devastating consequences on refugees - consequences that are however little known, since the interdicted refugees, by definition, don't make it to Canada.
